It is issued in duplicate, each spouse keeping one original, signed by the Chairman or Vice-Chairman of the commune-level People's Committee (Ủy ban nhân dân). After the 2025 restructuring, marriages once handled at district level for cases with a foreign party are now processed at commune/ward level, so office names on new certificates differ from older files.
