For foreign use it is legalized by the Ministerio de Educacion Superior, Ciencia y Tecnologia (MESCyT), which stamps the reverse; secondary-school diplomas (titulo de bachiller) are instead issued and legalized through the Ministerio de Educacion (MINERD). After MESCyT, a MIREX apostille completes authentication for USCIS. Because the diploma states only the degree title — for example Licenciado en Derecho or Doctor en Medicina — the translation must render the exact Spanish degree name and never invent a US equivalent; credential evaluators handle equivalency.
