An Iraqi university degree certificate — the wathiqa or graduation jadari — is issued by the awarding public or private university and authenticated by the Ministry of Higher Education and Scientific Research (MOHESR); institutions in the Kurdistan Region are authenticated instead by the KRG Ministry of Higher Education and may be printed in Kurdish alongside Arabic. Genuine diplomas carry the university seal, the president's and registrar's signatures, a graduation-decree number, and increasingly a MOHESR equalization or attestation stamp on the reverse. Degree titles follow the Arabic academic ladder (Bakaloriyus, then Diblom 'Ali, Majistir, Duktura), which should be mapped to English equivalents with the Arabic retained. For USCIS (H-1B, EB-2/EB-3, or evaluation by WES/ECE), submit the original plus a certified translation; the translator must not 'convert' or upgrade the degree title and should transliterate the graduate's name identically to the passport. Because KRG-issued documents may mix Kurdish and Arabic scripts, confirm your translator is certified in both languages to avoid a partial, non-compliant rendering.
