A Ukrainian higher-education diploma (Диплом бакалавра or магістра) has, since 2014, been issued as a plastic card by the university itself, printed bilingually in Ukrainian and English, and registered in ЄДЕБО — the Unified State Electronic Database on Education — where its serial number can be verified online. Older graduates carry Soviet or 1990s–2000s booklet diplomas, often Russian-language, with a separate insert. The diploma proper shows only the degree, specialty, and qualification; grades live on the separate Додаток (supplement). For USCIS H-1B, EB-2/EB-3, or a WES/ECE credential evaluation, the apostille is affixed separately by the Ministry of Education and Science in Kyiv — never by the university, regardless of the city that issued the diploma. Even though newer diplomas are bilingual, USCIS and evaluators still require a certified English translation of the Ukrainian side plus the seals, registration number, and apostille.
