University degrees (Bachelor's, Master's, PhD) are issued by the university and attested by the HEC, whose 2026 Degree Attestation System is now a blockchain-based online platform. Certificates are largely in English but carry Urdu seals, the controller of examinations' Urdu signature block, and grading stated as "First/Second Division" rather than GPA. For USCIS employment-based petitions (I-140, EB-2/EB-3), an H-1B, or F-1 work authorization, the certified translation must render those Urdu seals faithfully and add nothing substantive — though a translator's note explaining the Division system helps the credential evaluator USCIS relies on.
